I was stunned that they made there deal but Cena forgot about the rest of Nexus possibly interfering. In there conversation Barrett said he wants a match with Cena at the HIAC PPV not in a HIAC Match. Although, it would've made more sense to make it a HIAC Match to keep the rest of Nexus but oh well.

Sheamus v Orton HIAC match? That's why I'm not a fan of the ppv tbh, the current champion and number one contender have a HIAC match and it does not really warrant one, sure Sheamus/Orton have had a bit of history this year. They have had DQ finishes in 2 title matches but I wouldn't say it heralds a HIAC match, I don't think it will top their Summerslam match either.
Cena v Barrett will be great if Cena loses, him joining Nexus is more interesting than Nexus disbanding but I doubt that will happen.

It has the same type & amount of time to build up as a majority of matches that have taken place in past Hell In A Cell matches.

Maybe in time built straight into it...But HBK vs HHH was built for what? Almost 10 years? Batista vs HHH was over 2 years in the making. Nash vs HHH was about the same but there was some sort of back story to it. The HHH vs Jericho and Undertaker vs Lesnar ones I agree with you on. But that's just the past 8 years of what I can remember.
